Hi all, I asked my friend the psych and this was her reply:
The reliability is low because the difference between a slow 4 year old and 
a bright functioning 4 year old is only small, so the reliability is low.  
As they get older, the expectations are higher and the gap between low and 
high-functioning is larger and more obvious.  Hope that helps!
