Peter, I have used  variation of that for years - write names on board. I indicate 10-20 spots and students fill them up as they need them. With older kids working on contracts we have a printed booking sheet they use and they write next to it what their problem is/reason for needing conference.

I know the feeling. Aren't they annoying when they keep asking for help, without trying to sort out anything for themselves. I had a particularly bad Year 7 class like that one time. Ants in their pants. I actually introduced a system that a student teacher who was at our school at the time, showed me. He just brought in a clipboard with an attached pencil, and booking sheet. If a student needed your help, they did not jump up and call out 100 times until you attended to them, they simply wrote their name on the list, and you work your way down the list. A bit like taking a number at the deli counter. It seemed a bit strange at first, but it worked pretty well.
