For Mac users the easiest option is iWeb. It is simple to use and
the content can be hosted on a .Mac site (which requires an annual
fee if you want public access) or on the school's network if you only
want internal access (probably a better, and certainly a cheaper,
option). Use "Publish to a folder" to export the site to a single
folder that can be copied to a webserver or network device.
If you want the students to do their own portfolios then you will
really need some Macs in the classrooms, but if you just want to
collate a static volume of work as a once-off then you can do it on
a single computer if you have someone with the necessary time!
Whether that is feasible or not will depend on the size of the school.
