Hi Emma,
I have used a program called ARK with students in a similar situation. It was originally designed to support indigenous students. It builds oral skills, writing skills, and starts off with students reading their own writing. I have extended it so students shared their writing and read what each other wrote. I found using ARK supported students confidence and interest in reading other texts.
ARK also has assessment to monitor progress and focus on particular aspects.
