According to the course on assessment I just completed, students ignore 
detailed comments in returned assignments, however big you write them in 
the margin.

The suggestion is to use a rubric to give standardised feedback coupled 
to the marking scheme, to get student's attention (as students are 
interested in marks). Then just add a few sentences of custom comment:

This was used to mark our assignments for the assessment course and it 
was effective.
